Both of these shameful crime episodes are based on Trump’s bedrock belief that he is an unparalleled gamer in the governing racket, and efforts to police them in Congress would have been pushed far by the emoluments accusations that overturned Trump’s false position as a maestro of trade.
The same core dynamics apply today.
